A driver competence card

Driver competence card

RoadSURE Pro

Drive competence. Deliver safety.

RoadSURE Pro succeeds the withdrawn SVCA. It is a driver competence card awarded by STLA, for the specialist vehicle a person actually works. It is not Driver CPC, and it does not count as CPC hours.

RoadSURE Pro

The competence card

The competence card follows the vehicle, and the person who works it.

Specialist vehicles demand specialist training and assessment, so the workforce is competent, safe and efficient. The assessment is carried out by an assessor appointed by STLA. A centre may host the day. It does not appoint the assessor, and it does not award the competence card. That is how a client, and an operator, can trust what they are looking at.

Each driver is graded Pass, Credit, Distinction. Pass is the standard required. Credit and Distinction mark a higher standard of work.

The certificate closes with the same line as every other STLA award: Delivered by [Centre]. Awarded by STLA.

Categories

Sixteen categories on the competence card.

Each category follows the vehicle and the work the assessor watches. Precast is assessed on a controlled site only, and is not valid on the public road. Concrete Pumps is still to be signed off, and covers the vehicle only. Truck mixer drivers can follow the Concrete Delivery Professional, a structured auditable award.

  1. 01

    Mixers (drum)

For drivers of truck mixers delivering ready-mixed concrete. The assessor watches the driver on the road and on site, covering vehicle checks, drum and chute operation, safe discharge and washout, and working safely around site teams and the public.

  2. 02

    Mixers (volumetric)

For drivers of volumetric mixers that batch concrete on site from materials carried on the vehicle. The assessment covers pre-use checks, setting up and calibrating the machine to the manufacturer’s handbook, mixing and discharge, and leaving the site clean and safe.

  3. 03

    Tippers

For drivers of rigid and articulated tippers. It covers vehicle and body checks, safe tipping, including ground conditions, stability and overhead hazards, sheeting and load security, and site and road driving.

  4. 04

    Skips / Hook Loaders

For drivers of skip loaders, hook loaders and roll-on roll-off vehicles, aligned with current waste industry safety guidance. It covers lifting equipment checks, placing and collecting containers safely, load security, and working near the public on the roadside.

  5. 05

    Grab Lorries

For drivers who load and unload bulk materials with a vehicle-mounted grab. It covers crane and grab checks, stabiliser set-up, safe lifting and slewing, overhead hazards, and keeping people clear of the working area.

  6. 06

    Gritters / Winter Service

For drivers who spread salt and treat roads in winter conditions. It covers spreader checks and calibration, route treatment, driving in snow and ice, and working at night and in poor visibility.

  7. 07

    Road Sweepers

For drivers of road and site sweepers. It covers vehicle and brush checks, safe sweeping at low speed in live traffic, hopper discharge and safety props, and the correct use of brushes, suction and high-pressure water.

  8. 08

    Refuse Collection Vehicles

For drivers of refuse collection vehicles working with crews on collection rounds. It covers lifting equipment and body checks, reversing and banksman procedures, crew safety at the rear of the vehicle, and driving in residential streets.

  9. 09

    Vac Ex

For drivers of vacuum excavation vehicles used to expose underground services safely. It covers vacuum system checks, set-up on site, excavation near buried services, and safe discharge of the spoil.

  10. 10

    HP Jetting / Drainage Tankers

For drivers of high-pressure jetting and drainage tankers. It covers checks on the jetting and vacuum systems, safe use of high-pressure water, working at manholes and roadside sites, and handling and discharging waste.

  11. 11

Highway Maintenance / Street Lighting (MEWP)

For drivers of vehicle-mounted mobile elevating work platforms used on highway and street lighting work. It covers platform checks, stabiliser set-up, traffic management at the work site, and operating near overhead lines and live traffic.

  12. 12

    Plant Delivery

For drivers who transport and deliver construction plant on low loaders and plant trailers. It covers ramp and winch checks, loading and unloading, securing plant to the DVSA load security code, height and width limits, and overhead line distances.

  13. 13

    Scaffold Trucks

For drivers who deliver and collect scaffolding. It covers load security for poles, boards and fittings, working at height during loading and unloading, and lorry-loader crane operation, including stabilisers and lift planning.

  14. 14

    Precast (controlled site only)

For drivers operating truck mixers inside a precast concrete yard, including candidates who do not hold an HGV licence. It covers driving on site and mixer operation. It is not valid for the public road.

  15. 15

    4x4 Utility Vehicle Competence

Practical, evidence-based competence assessment for operators of 4x4 utility vehicles, for safe operation on UK roads, in quarries and on construction sites. It covers legal duties under the Health and Safety at Work etc. Act 1974 and the Provision and Use of Work Equipment Regulations 1998, daily and weekly inspections, all-round vision, safe manoeuvring, site hazards including edge protection, gradients and constricted spaces, emergency procedures, and correct fault reporting.

  16. 16

    Concrete Pumps

Awaiting final sign-off. For drivers of truck-mounted boom pumps, assessed on the vehicle side only. It covers road driving and vehicle checks, route and bridge-height awareness, positioning on site, and setting up the outriggers. Boom operation and pumping are not covered by this card.

The Competence Academy

Concrete Delivery Professional

A structured award for truck mixer drivers.

The Concrete Delivery Professional is for drivers of truck mixers. Five units give it a structure that an apprenticeship, a new driver induction, or a development programme can use. It is delivered with the Competence Academy, which sits inside STLA.

It is not a regulated qualification. It is an auditable award for drivers. Evidence is kept against each unit, and STLA awards it.

For experienced truck mixer drivers, an observation across the CDP framework gives an employer the confidence that training and assessments standards are met across the fleet.

  1. MPV01Prepare the concrete mixer for operation

Legal and safety checks, the vehicle, documents, the cab, signage, defects and release, before the mixer goes on the road.

  2. MPV02Prepare the concrete mixer for loading

The walk-round, manoeuvring under the batching plant, isolating and securing the vehicle, setting the drum, keeping people clear, watching the load, agitation, washing residual concrete, and leaving the plant.

  3. MPV03Transport ready-mixed concrete

Safe transport and defensive driving, including stability. Agitation stays at the travel speed on this vehicle’s cab card or handbook. That figure is never guessed.

  4. MPV04Discharge ready-mixed concrete on site

Discharging the load on site, including where the vehicle is positioned and who is working around it.

  5. MPV05Wash off fresh concrete

Washing fresh concrete off at a designated washout only. Not into drains or watercourses.

Each unit is signed off against the evidence. A portfolio covers all five. The driver confirms the evidence is their own work.

For employers

Employer guide

A short course for the people who put drivers through RoadSURE Pro.

Appointed assessor

STLA appoints the assessor. A centre can host the day, and the signature on the assessment remains ours.

Three-year renewal

The competence card is renewed every three years, so the competence on it stays current.

The grade

Pass, Credit or Distinction. Pass is the standard required to hold the card. Credit and Distinction mark a higher standard of work.
